Executive Secretary
Overall RoleThe Executive Secretary is the Chief Accounting and Administrative Officer of the Nasarawa State Education Trust Fund and is responsible for the day-to-day management, implementation of policies, and execution of programs in line with the objectives of the Fund and directives of the Governing Board.
Key Responsibilities
- Administration and Management
- Oversee the daily operations and administration of the Fund
- Implement policies, decisions, and resolutions of the Governing Board
- Supervise and coordinate the activities of all departments and units
- Ensure efficient utilization of human, financial, and material resources
- Maintain discipline, productivity, and professionalism among staff
- Financial Management and Accountability
- Serve as the Chief Accounting Officer of the Fund
- Ensure proper management, control, and accountability of all financial resources
- Prepare and present annual budgets and financial reports for Board approval
- Ensure compliance with financial regulations, audit requirements, and due process
- Authorize expenditures in line with approved budgets and policies
- Planning, Policy Implementation, and Program Execution
- Coordinate the formulation and implementation of education development programs
- Ensure effective execution of projects funded by NASETFUND
- Monitor and evaluate funded projects to ensure value for money
- Align Fund activities with state education policies and priorities
- Provide technical and strategic advice to the Governing Board
- Project Supervision and Monitoring
- Oversee the identification, approval, and execution of education intervention projects
- Ensure timely delivery and quality assurance of funded projects
- Supervise contractors, consultants, and service providers
- Address implementation challenges and recommend corrective actions
- Reporting and Documentation
- Prepare and submit periodic operational and financial reports to the Governing Board
- Ensure proper documentation, record keeping, and data management
- Present progress reports on programs, projects, and expenditures
- Facilitate audits, inspections, and reviews by relevant authorities
- Stakeholder Engagement and Representation
- Represent NASETFUND in official engagements, meetings, and public functions
- Liaise with Ministries, Departments, Agencies, educational institutions, and partners
- Foster collaboration with development partners, donors, and stakeholders
- Promote transparency, accountability, and public confidence in the Fund
- Compliance and Governance
- Ensure adherence to the NASETFUND Law, government policies, and regulations
- Promote ethical standards, transparency, and anti-corruption practices
- Implement internal control systems and risk management measures
- Support the work of internal and external auditors
- Any Other Assigned Duties
- Perform any other functions as may be assigned by the Governing Board or the State Government in furtherance of the objectives of NASETFUND
Department of Human Resources and Management
Roles:
Responsible for managing the organization’s workforce and ensuring effective administration of personnel matters.
Responsibilities:
- Recruitment, selection, posting, promotion, and deployment of staff
- Staff training, capacity building, and career development
- Management of staff records, welfare, discipline, and performance appraisal
- Development and implementation of human resource policies and procedures
- Payroll coordination, leave administration, and retirement processes
- Ensuring compliance with labor laws and regulations
- Advising management on manpower planning and organizational structure
Department of Planning, Research and Statistics
Roles:
Provides data-driven planning, policy analysis, and decision support for the organization.
Responsibilities:
- Formulation of short-, medium-, and long-term development plans
- Conducting research and feasibility studies on projects and programs
- Collection, analysis, and interpretation of statistical data
- Monitoring and evaluation of projects and organizational performance
- Maintaining data banks and management information systems
- Preparation of periodic reports for management and stakeholders
- Supporting evidence-based policy formulation and review
Department of Finance and Accounts
Roles:
Manages financial resources and ensures accountability, transparency, and proper financial control.
Responsibilities:
- Preparation and implementation of annual budgets
- Maintenance of accounting records and financial statements
- Management of cash flow, payments, and receipts

Department of Revenue and Investment
Roles:

- Collection, monitoring, and accounting of internally generated revenue
- Development and management of investment opportunities
- Ensuring efficient revenue administration and compliance

Department of Physical Planning and Public Works
Roles:
Oversees infrastructure development, maintenance, and physical planning within the establishment.
Responsibilities:
- Planning and development of physical infrastructure and facilities
- Preparation and approval of building designs and layouts
- Construction, rehabilitation, and maintenance of public buildings and roads
- Supervision of contractors and project implementation
- Ensuring compliance with building codes, safety, and environmental standards

SERVICOM Unit
Roles:
Promotes efficient and effective service delivery and ensures customer satisfaction within the organization.
Responsibilities:

Roles:

Legal and Linkages Unit
Roles:

- Representing the organization in legal matters and disputes
